Genmaicha (玄米茶?, "brown rice tea") is likely what you are referring to as the brown tea seved in Japanese restaurants... it is a blend of Japanese green tea with toasted, popped rice. Originally Genmaicha was created to stretch short supplies of tea.  It is sometimes referred to colloquially as "popcorn tea" because a few grains of the rice pop during the roasting process and resemble popcorn.
